Subject financial aspects hand-over Malaya, Singapore, Hong Kong. British Borneo to Civil Governments.

ONE Following arrangements agreed with Colonial Office and

Treasury.

(A) Cash in hands of military administration including issued notes

and coin for which War Office have provided backing and any bank balances will be handed over to civil administration and adjustment will be effected subsequently between War Office and Crown Agents. Full details of (a) and (b) bank balances surrendered and whether previously on charge to Civil Affairs or D. P. I. C. ALFSEA will be reported to War Office (F.5) by telegram and confirmed by Air Mail.

C.F.S. will hand over unissued currency stocks to civil administration against receipt and no (repeat no) adjustment necessary as regards these stocks except that record should be sent to War Office, Colonial Office and Crown Agents, of number and markings of boxes of each denomination handed over which will thereafter be liability of civil administration Remittances required by civil administration to meet administrative deficits will be arranged by Crown Agents and latter should be notified of banks/which this will be arranged.

All bills presented for payment after date of handover will be met by civil administration irrespective of period which transaction covers.

(E) Receipts directly related to expenditure incurred from U.K.

funds e.g. proceeds of sale of relief goods paid for by U.K. and recoveries of cash advances made by military administration will be credited to U.K. funds.

(F)

With exception of (E) all revenue collected after date of hand-over will be credited to civil government irrespective of period covered.

(G) Instructions regarding stores etc. and fixed assets handed over

to civil government by Ammy or Civil Affairs contained in our immediately following telegram.
